Office of Executive Clemency
The Office of Executive Clemency reports directly to the Governor and Cabinet in the performance of their duties and responsibilities. This office is co-located with the Florida Parole Commission for ease of operation and coordination of functions. The Office of Executive Clemency was created in 1975 to process applications for executive clemency requiring approval of the Governor and two members of the Cabinet. The Coordinator is appointed by the Governor and Cabinet and is responsible for coordinating all clemency hearings and referring applications to the Florida Parole Commission for investigation. The Coordinator is the custodian of all records.
The Office of Executive Clemency prepares and distributes the orders and certificates granting clemency and keeps applicants and/or attorneys advised of the status of cases. Information and applications for clemency are distributed on a daily basis. Staff is responsible for answering questions and assisting individuals with clemency requests, as well as responding to correspondence and phone calls referred from the Governor's Office.
The Coordinator works closely with the Clemency Aides to the Governor and Cabinet in the revision and adoption of Rules of Executive Clemency and tracks new state and federal legislation that might have a direct or indirect impact on the clemency process. Also, the Coordinator responds to numerous research inquiries regarding clemency statistics and provides information to persons conducting federal and state surveys on clemency procedures in the State of Florida.

REQUIRED FOR ALL LEVELS
- All sentences and supervision must be completed
- No detainers or pending criminal charges
- All restitution paid for any court order or civil judgment
- Must be a United State citizen
Please Note Civil Rights are not lost for:

Misdemeanor convictions only

For felony offenses where adjudication of guilt was withheld

Juvenile offenses only-no adult convictions
Restoration Schedule
Representative Thurston will be hosting a series of workshops to assist constituents with applying for Civil Rights Restoration.
The Hours of operation will be from 9:00am to 5:00pm each day. The office is open daily to assist constituents with checking on individual restoration status.
